Phosphate Mining; amends tax on phosphate rock & provides for distribution of tax proceeds; directs DEP to amend master reclamation plan; creates not-for-profit partnership to assist in phosphate reclamation; provides authority for variance for certain reclamation activities; allows variances for water supply development; provides for declaration of imminent hazard if certain financial conditions exist, etc. Amends Ch. 378, 211.3103, 403.4154,.4155. APPROPRIATION.
