Biomedical Research Institution; creates Scripps Florida Funding Corp. to facilitate establishment & operation of biomedical research institution for purposes of enhancing education & research & promoting economic development & diversity; provides for investment of funds & requirements for reinvestment; provides for reversion of funds to General Revenue Fund under certain circumstances; amends provision re Quick Action Closing Fund, etc. Amends 20.435, 403.973, Ch. 288. APPROPRIATION: $310,000,000.
