Exceptional Students' Instruction; provides guidelines for determining residency for student who receives instruction as exceptional student; requires placing authority in student's state of residence or student's parent to pay cost of such instruction, facilities, & services in case of nonresident students; provides responsibilities of DOE; provides responsibilities of residential facilities that educate said students; provides applicability, etc. Amends 1003.57,.58.
