Rural Counties; revises requirements for program providers entering into contracts with Agric. & Consumer Services Dept. to provide assistance under Small County Technical Assistance Program; authorizes provision of grants to fiscally constrained counties; provides for grant application process, marketing process, review criteria, review process, & reporting requirement, etc. Amends 163.05, 288.0656; creates 288.06571.
