Procurement of Personal Property; defines "privatization"; requires head of state agency, prior to purchase, lease, or acquisition of commodities or contractual services by privatization, to conduct business case evaluation of proposed privatization; requires state agencies to establish system for monitoring performance of privatization contractor & for monitoring contractor's compliance with terms & conditions of privatization contract, etc. Creates 287.019.
