Tax/Government Communication Service; provides notice to local governments considering providing certain services; creates moratorium restricting local governments from pledging revenues for issuance of bonds to finance certain governmentally provided communications services; creates legislative study commission to review regulatory & tax issues re governmentally provided communications services; requires nondiscriminatory application of certain policies & provisions of law, etc.
