Workers' Comp./Underwriting Plan; revises provisions requiring Insurance Regulation Office to approve joint underwriting plan for workers' compensation & employer's liability insurers; requires plan of operation to establish three tiers for eligible employers; specifies criteria & rates for each tier; expands prohibition against providing certain persons with workers' compensation & employers' liability insurance, etc. Amends 627.311. APPROPRIATION.
