Tax Refunds/Hiring Person/Disability; creates tax refund program for hiring person who has disability; authorizes certain businesses to receive refund of certain eligible taxes; prescribes amount of refunds; authorizes additional refunds for providing employee health insurance; prescribes taxes that may be refunded; provides limits on refunds; provides criminal penalty for owners or operators of businesses fraudulently claiming refund, etc. APPROPRIATION: $2,820,000.
