Sales Surtax Levy/Schools; authorizes school districts to levy additional sales surtax by resolution for certain purposes; specifies resolution requirements; requires referendum approval; specifies rate; requires plan for capital outlay projects or any operations purposes funded by surtax; provides for pledging surtax revenues for revenue bonds; prohibits certain counties from levying any impact fee for school purposes, etc. Amends 212.055,.054, 125.01.
