Land Development Regulations; limits effect of judicial determinations concerning certain development orders pursuant to adopted land development regulations under Local Government Comprehensive Planning & Land Development Regulation Act; provides procedures for certain municipalities to exercise exclusive land use planning authority on municipal basis; provides for referendum & for additional amendment of municipality's comprehensive plan, etc. Amends 163.3167,.3174.
