Long-term Care Civil Enforcement; clarifies liability of nursing home facilities; requires certificate of counsel certifying compliance with requirement to serve copy of complaint alleging violation of rights with AHCA; provides for arbitration to allocate financial responsibility among multiple defendants; authorizes court to determine whether disputed claim is subject to voluntary arbitration, etc. Amends Ch. 400.
