Renewable Energy; provides legislative findings & intent; provides state energy policy; amends & renumbers specified provision re development of solar energy standards; requires Fla. Solar Energy Center to adopt certain standards; revises language in provisions re funding by electric utilities of local governmental solid waste facilities that generate electricity; transfers responsibility for Fla. Clean Air Act from DCA to DEP, etc. Amends FS.
