Apportionment; constitutional amendment to provide for apportionment of legislative & congressional districts by 17-member commission by filing of plans with custodian of state records in year following each decennial census; requires commissioners to swear not to seek legislative or congressional office or be paid lobbyists for 4 years after concluding their service, etc. Amends s. 16, Art. III.
