Driver's Licenses/HSMV; requires law enforcement agencies to notify department of any traffic fatality or when law enforcement agency initiates action to obtain blood test for purposes of determining alcoholic content or presence of chemical or controlled substances in case of death or serious bodily injury; requires department to maintain records of convictions of persons holding foreign license to drive. Amends 322.27,.20.
