Motor Vehicle Records/HSMV/Pub. Rec.; revises exemption from public records requirements for personal information contained in motor vehicle record; removes requirement that exemption be conditioned on request for exemption by person who is subject of record; revises certain conditions under which HSMV may release information in connection with legal proceeding; revises conditions for release of information for bulk distribution use, etc. Amends 119.07.
