Judicial Matters; increases number of judges in specified judicial circuits; increases number of county court judges in specified counties; revises composition of district courts of appeal; revises judicial circuit composition of appellate districts; creates Sixth Appellate District; specifies governance of sixth district by case law as established by rule of Supreme Court; specifies effective date of newly created seats for judges, etc. Amends FS.
