State's Social & Economic Programs; revises requirements of risk assessment conducted by CFS Dept.; provides additional legislative intent re individuals with developmental disabilities; authorizes AHCA to establish & conduct Medicaid hearings; provides for representation by counsel at certain hearings re false report of abuse, neglect, or exploitation of vulnerable adult; revises submission deadline of annual report on homeless programs & services, etc. Amends FS.
