Initiative Petitions; constitutional amendment to extend to 240 days minimum time between filing of initiative petition & election on amendment to or revision of State Constitution proposed by that initiative & provides for regulation of initiative petition process, including registration of petitioning organizations, form of petitions, signature gathering & validation, initiative campaign finance disclosure, etc. Amends s. 3, Art. XI.
