Specialty License Plate Program; revises requirements for establishing specialty license plate; requires submission of sample plate; requires financial analysis of anticipated revenues & expenditures; revises requirements for issuing such plates & revises design requirements for such plates; revises retention & distribution requirements for annual use fees; revises conditions & procedures for discontinuation of such plates, etc. Amends 320.08053,.08056,.08062.
