Council for Deaf & Hard of Hearing; creates Florida Coordinating Council for the Deaf & Hard of Hearing; provides definitions; assigns coordinating council to Office of Secretary of Health for administrative & fiscal accountability purposes; requires coordinating council to adopt budget; provides for appointment of executive director; provides coordinating council powers & duties, including submission of annual reports; provides for rulemaking, etc.
