GENERAL BILL by Appropriations

Appropriations Implementing Bill; provides accounting requirements for state universities for 2004-2005 fiscal year; authorizes CFS Dept. to transfer funds within family safety program; provides for substance abuse & mental health funding equity as provided in General Appropriations Act; provides copayment requirements for state employees' prescription drug program; provides requirements for funding of state group health insurance program, etc. Amends FS.

Effective Date: 07/01/2004 or upon becoming law, except as otherwise provided
