Wireless Emergency Telephone System; removes annual audit of Wireless Emergency Telephone System Fund from duties of Auditor General; revises duties of Wireless 911 Bd.; provides legislative intent re emergency wireless telephone system; directs local governments to grant or deny properly completed applications within specified time periods; provides process for lease on non-transportation state-owned lands by wireless provider, etc. Amends 11.45, 365.172,.173; creates 253.0342.
