Local Govt./Utility Services; provides definitions re local government utility activities; provides that governmental authority is subject to certain specified taxes if governmental authority provides certain utility services that replace or duplicate service already being provided by private utility company or expands utility service into area or territory where utility service is not provided by governmental authority, etc. Creates 213.121.
