Public Counsel; expands duties of Public Counsel re insurance matters & representations before Financial Services Dept.; prescribes powers & duties of counsel re insurance rate cases; revises provisions that specify where counsel's office is located; provides for Public Counsel to retain services of actuaries & economists; provides access of counsel to examination & investigation files of Financial Services Dept., etc. Amends Chs. 350, 112.3145, 408.40, 624.319.
