Prompt Payment Of Medical Claims; revises interest rate on overdue payments owed by insurers; provides that insured, provider or provider's representative, or health insurer may initiate legal action to enforce payment of claim by insurer; revises interest rate on overdue payments owed by HMOs; provides that subscriber, provider or provider's representative, or HMO may initiate legal action to enforce payment of claim by HMO. Amends 627.613,.6131, 641.3155.
