Foster Children/Vehicle Insurance; creates pilot program for purpose of reimbursing foster parents for portion of increased costs of motor vehicle insurance for foster child who has driver's license; directs CFS Dept. to establish pilot program in Sarasota, DeSoto & Manatee Counties; directs dept. to develop procedures for operating pilot program; prohibits child who accumulates specified number of points due to moving traffic violations from participating in pilot program, etc. APPROPRIATION: $50,000.
