Traffic Control Devices; revises jurisdiction provisions to provide for devices to enforce traffic control signals; requires traffic control signal enforcement devices to conform to department's manual & specifications; provides for enforcement of traffic control signals by DOT; provides for development of training & qualifications standards for signal enforcement officers, etc. Amends Ch. 316, 318.14,.18, 320.03, 335.09,.14.
