Engineering; increases membership of Board of Professional Engineers; provides qualifications for additional members; reduces number of times applicant may fail either fundamentals examination or principles & practice examination; authorizes certain persons who are exempt from licensure as engineer to use title or personnel classification of "engineer" under certain circumstances, etc. Amends 471.007,.013,.031.
