Educator Preparation Institutes; provides for postsecondary institutions to create educator preparation institutes; authorizes institutes to offer alternative certification programs; provides for participants to receive credential signifying mastery of professional preparation & education competence; authorizes school districts to use alternative certification program at said institute to satisfy certain requirements, etc. Creates 1004.85; amends 1012.56.
