Independent Living Transition Svcs.; authorizes community-based providers to administer independent living transition services system; provides legislative intent re assistance to older children in foster care; requires CFS Dept. to provide certain skills assessment & training to such children; revises provisions governing young adult's preparation for independent living; removes life skills activities guidelines for young adults who were formerly in foster care, etc. Amends FS.
