Florida Building Code; (THIS BILL COMBINES S520,CS/S494) deletes time deadline requiring DCA to adopt emergency rules; requires that review & approval for any site plan locating factory-built school building be performed by specified school district; requires all new or retrofitted construction on essential facilities which utilizes state or federal grants to meet higher standard for impact protections, etc. Amends FS.
