Tax Refund Programs/Businesses; requires payment of claims for tax refunds in order approved by Tourism, Trade, & Economic Development Office; specifies that unsatisfied tax refunds have first claim to certain subsequent year appropriations under certain circumstances; provides that new applicants may not be certified for tax refund program for qualified defense contractors after June 30, 2007, etc. Amends 288.095,.1045,.106.
