Early Childhood Education; creates Voluntary Prekindergarten Education Program; implements s. 1(b) & (c), Art. IX of State Constitution; authorizes parents to enroll their children in program delivered by child development provider, summer program delivered by public school, or school-year program delivered by public school; creates demonstration program in specified school districts; requires DOE to adopt statewide kindergarten screening, etc. Amends FS. APPROPRIATION: $7,000,000.

Effective Date: Upon becoming law except as otherwise provided
