Public Health Care; creates employee health & wellness program; expands environmental health enforcement authority of DOH; authorizes dept. to issue citations or order payment of fines; provides additional criteria for release of HIV preliminary test results; modifies standards for rulemaking applicable to regulation of onsite sewage treatment & disposal systems; revises environmental health professional certification requirements, etc. Amends FS.
