Hurricane Recovery Assistance; creates Hurricane Recovery Assistance Program of 2004; requires revenue estimating conference to identify sales tax revenues generated from hurricane-related rebuilding, identify need for such funds for certain purposes, & report such information to Legislature; provides for annual appropriations to Hurricane Recovery Trust Fund of 2004 for specified purposes; provides for future expiration of program. Creates 215.5593.
