Asbestos & Silica Compensation Act; requires physical impairment as essential element of claim; provides criteria for prima facie evidence of physical impairment for claims & certain actions; provides additional requirements for evidence re physical impairment; requires asbestos & silica claims to include certain information; specifies certain limitation periods for certain claims; limits damages under certain circumstances; prohibits award of punitive damages, etc.
