Bicycle Lanes/Pedestrian Ways; requires incorporation of bicycle & pedestrian ways into state, regional, & local transportation plans & programs; requires establishment of bicycle lanes under certain circumstances; provides for said lane width requirements in DOT's construction standards; revises purpose of DOT's Safe Paths to Schools Program; requires DOT to establish grant program to fund projects that support program, etc. Amends 335.065,.066,.093.
