Infant Eye Care; requires certain eye examinations for all infants born in hospitals in state; exempts this requirement from specified provision; reenacts provision re penalty; revises applicability; provides that coverage for children under health insurance policies & HMO contracts must include certain eye examinations for infants & children. Amends 383.04, 627.6416, 641.31; reenacts 383.07.
