HIV/AIDS Prevention; increases number of HIV & AIDS minority coordinators within DOH; requires dept. to expand its HIV/AIDS prevention efforts in state's minority communities & establish linkage programs for HIV-positive persons in minority communities & for HIV-positive inmates prior to their release from jail; deletes obsolete provisions; requires dept. to expand HIV counseling, testing, & referral services, etc. Amends 381.0046.
Effective Date: Upon becoming law
