Child Support; provides civil penalty & attorney's fees & costs for noncompliance with requirement to enroll child in health care coverage; provides for enforcement by DOR; provides for repayment of support delinquency through income deduction; provides for suspension of driver's license to enforce compliance with order to appear for genetic testing; provides for recovery of support arrearages from workers' compensation lump-sum settlements, etc. Amends FS.
