Driver License Restrictions/Age; restricts number of certain passengers permitted in vehicle operated by person under certain age; provides for exceptions; provides penalties; provides citation procedures for violation of said restrictions; provides for application of said restrictions to requirements for issuance of driver licenses. Amends 322.16, 318.14, 322.05.
