Student Safety & Campus Violence; creates "Student Safety & Campus Violence Prevention Act"; requires each school district to adopt policy prohibiting discrimination & harassment on school property, at school-sponsored function, or on school bus; requires educational institutions to develop & put into effect methods for instructing teachers, administrators, & counselors in identifying, preventing, & responding to harassment, discrimination, & violence, etc.
