Centers of Excellence/Technology; defines term "center of excellence"; provides purposes & objectives of said centers; creates Emerging Technology Commission in Executive Office of Governor & provides membership thereof; requires commission to develop & approve criteria for evaluating proposals for establishing or expanding centers of excellence; provides requirements for such proposals, etc. Creates 1004.226. APPROPRIATION: $50,050,000.
