Waterfront Property; requires future land use plan element of local comprehensive plan for coastal county to include criteria to encourage preservation of recreational & commercial working waterfronts; provides requirements for shoreline use component of coastal management element re recreational & commercial working waterfronts; defines term "open to general public" for purpose of determining outdoor recreational or park purposes, conforms provisions, etc. Amends FS.
