Financial Institutions/Credit Unions; prescribes methods of serving process, notice, or demand on financial institutions; authorizes emergency action in cases of failing financial entities; revises procedures applicable to applying for authority to organize credit union; revises provisions re changes of credit union's place of business & to establishing branch locations; revises credit unions' loan powers, including power to issue debit or credit cards, etc. Amends FS.
