Financial Institutions/Credit Unions; provides requirements & procedures for service of process, notice, or demand on financial institutions; authorizes Financial Regulation Office to issue certain emergency orders authorizing certain actions that may be taken against failing financial entity; requires exercise of credit union powers to be approved by rule of Financial Services Commission or order of Financial Regulation Office, etc. Amends FS.
