Public Right/Beach Access & Use; provides legislative findings & intent; requires Attorney General to take all steps necessary to protect & defend public right of beach access & use; prohibits persons from creating obstruction that denies public access to or use of beach; prohibits persons from erecting sign, barrier, or other structure intending to restrict public access to or use of beach.
