Hydrogen Energy Technologies Act; creates said act; creates Hydrogen Energy Technologies Grants Program in DEP to provide grants for demonstration, commercialization, research, & development projects re such technologies; creates sales tax exemption for certain hydrogen energy technology projects; authorizes Fla. Public Service Commission to approve experimental or transitional rates to encourage use of renewable energy, etc. Amends FS.
