Capital Collateral Representation; provides for Capital Cases Commission to sponsor certain continuing legal education classes; revises provisions re continuing legal educ. requirements for attorneys on registry of attorneys applying to represent persons in postconviction capital collateral proceedings; provides for notification of court when appointed attorneys fail to submit specified reports, etc. Amends 27.709,.710,.711.
