Youthful Drivers; authorizes court to require minor found to have committed certain traffic infractions & minor's parents or guardians to participate in registered youthful driver monitoring service; provides for said services to notify parents or guardians with information about minor's driving; revises license restrictions for certain minors participating in registered service, etc. Amends 318.143, 322.16; creates 318.1435, 627.06525.
